Secret Recordings, Sex Crimes Committed By Youth Baseball President, Working In Military: PA AG

A former youth baseball president and ex-Marine who worked in a classified government role has been sentenced to 14 to 28 years in state prison for sexually abusing children and secretly filming others, Pennsylvania Attorney General Dave Sunday announced on Tuesday, April 29.

Justin Travis Biser, 45, of Waynesboro, was convicted by a Franklin County jury in January on all 65 counts against him, including involuntary deviate sexual intercourse, aggravated indecent assault, manufacturing child pornography, and invasion of privacy. Senior Judge Kevin A. Hess also ordered that Biser register as a sex offender for life.

Biser used his role as president of the Waynesboro Youth Baseball League to groom and access his victims between 2021 and 2023. The case began after one of the girls bravely submitted an anonymous tip, investigators said.

Testimony revealed that Biser sexually abused three juvenile girls. One of them was secretly recorded by a hidden camera on 16 separate occasions. Two young adults were also filmed without their consent as they undressed in Biser’s bathroom.

“For years, Justin Biser was a wolf in sheep’s clothing, posing as a coach and mentor to children, when he used the position to groom and abuse children and young adults,” AG Sunday said. “This convicted predator will spend many years behind bars, thanks to the bravery of the victims and the tenacious work of prosecutors and investigators.”

The case was prosecuted by Deputy Attorney General Julia Van Leeuwen and Senior Deputy Attorney General Jaime Keating.
